Human Rights. Who is Human????

We have the United nations which is slowly becoming a toothless bulldog, just like the league of Nations, the United nations is slowly losing its credibility in dealing with world crisises the way they are expected to.
We have the Sudan, Somalia,Democratic Repuplic of Congo, Iraq, Afghanistan,Zimbabwe, and Palestine conflicts hotting up everyday. Thousands of lives are being lost everyday in these conflicts while we have the United Nations making endless non effective resolutions. This world surely must be coming to its end.
Unless the United Nations's Security Council members can treat every human being of this world with the same importance as themselves, many more innocent lives will be saved. I cry loud to those reading this post, to do something and end these conflicts which have brought misery to many many lives across the world.
My question is who is human being mentioned in the United Nations Charter of Human Rights?
